Failed to fetch URL https://dl-ssl.google.com/android/repository/addons_list-2.xml, reason: Connection to https://dl-ssl.google.com refused

解決辦法：更新sdk，遇到 Failed to fetch URL https://dl-ssl.google.com/android/repository/addons_list-2.xml, reason:.....

在網上找的資料

「HTTP Proxy Server」：mirrors.neusoft.edu.cn

「HTTP Proxy Port」   ：80

選中Foce https://...sources to be fetched using https://...

  設置好了之后瞬間特別快~

點擊“SDK Manager” - "Tools" - "Options", 設置見下圖、

把上邊的代理服務器改為mirrors.neusoft.edu.cn非常迅速下載成功

這樣設置后應該就可以了。

如果以上的方法還不能成功的話，使用以下終極方法，指定Host：

74.125.237.1 dl-ssl.google.com 

具體操作方式：
點擊桌面左下角開始菜單中的搜索，把以下路徑，c:\windows\system32\drivers\etc，復制到搜索窗口中 ，找到host文件，其實是一個純文本的文件，
1、用記事本打開
2、將：74.125.237.1 dl-ssl.google.com  添加至最后一行
3、保存關閉Host 

使用http協議而不是https協議，因為https協議進行了加密處理，大陸因為無法審查，直接封死，而http協議則進行過濾處理，如果不訪問亂七八糟的東西，更新個SDK還是沒問題的。
在SDK Manager下Tools->Options打開了SDK Manager的Settings，選中“Force https://… sources to be fetched using http://…”，強制使用http協議。
而在更新ADT插件的時候則使用網址http://dl-ssl.google.com/android/eclipse，而不是https://dl-ssl.google.com/android/eclipse
